Earlier, he was a member of Anthropic’s Long‑Term Benefit Trust, which oversees the firm’s public‑benefit mission, joining the trust in January 2026. He will leave the trust to assume the new role, and the four‑person independent board of the trust will commence a search for his replacement.
Policy and Regulatory Experience
Cuéllar co‑led a 2025 study that helped shape California Senate Bill 53, legislation that protects AI whistle‑blowers and requires high‑revenue AI developers to report on standards and incidents. SB 53 authorises fines of up to $1 million per violation, and Anthropic publicly supported the bill.
