Blue Cloud Softech Solutions Limited signed a Memorandum of Understanding with the Government of the Republic of Liberia (represented by Ministry of Posts and Telecommunications) and Global Council for Investment and Business for Africa (GCIB Africa) for the Liberia National Digital Infrastructure Project (NDIP).

Project Scope

The National Digital Infrastructure Project includes:

  • Digital Identity programme and unified digital payments infrastructure
  • Government enterprise network and e-government/digital services
  • 5G telecommunications infrastructure
  • Artificial intelligence and smart government initiatives
  • Capacity building, technical training and local workforce development

Implementation Structure

Parties intend to jointly establish a Special Purpose Vehicle (SPV) under Liberian laws as dedicated project company for development, financing, implementation, ownership, operation and management of NDIP. BCSSL's participation is on non-binding, best-efforts basis subject to definitive agreements.
