Blue Cloud Softech Solutions Limited has disclosed pursuant to Regulation 30 of SEBI Listing Regulations that it signed a tripartite Memorandum of Understanding with the Ministry of Telecommunications and Digital Affairs of the Republic of Senegal and the Global Council for Investment and Business for Africa (GCIB).

Cooperation Framework

The MoU establishes a non-binding, non-exclusive cooperation framework with a term of three years. The agreement is designed to align with Senegal's New Deal Technologique and its flagship programs including Senegal Digital Factory, Data and AI Factory, AI Scaling Hub, and Startup Ecosystem programme.

Areas of Cooperation

  • Sharing of experience, knowledge, technical expertise and best practices in digital transformation, e-governance and innovation
  • Strengthening institutional and human capital capacity through collaborative research, pilot projects, technology transfer, and training programmes
  • Exchange of expertise on digital transformation, data governance, cybersecurity and emerging technologies
  • Support for identification and preliminary structuring of public-private partnership opportunities and innovation clusters
  • Establishment of testbeds, digital sandboxes and experimental environments for innovative digital solutions
  • Joint participation in international events, exhibitions, trade missions and knowledge-exchange activities

Financial Impact

The MoU explicitly states that it does not create financial obligations for any party. Any specific project or public-private partnership arising from the MoU will be subject to separate written agreements in accordance with Senegalese laws and procedures.

Strategic Context

The agreement builds on the existing Memorandum of Understanding between GCIB and BCSSL of April 2026 on a Digital Factory initiative in Senegal. The MoU aims to develop digital talent, entrepreneurship, knowledge exchange, investment mobilisation and technology transfer in Senegal, positioning the country as a major innovation hub in West Africa and Francophone Africa.

Next Steps

The parties may form a joint working committee to prepare annual work plans and monitor progress. All specific projects require separate agreements under Senegalese law.
