The delay is attributed to factors beyond the project developer's control:
- High wind speeds affecting WTG erection operations
- Heavy monsoon conditions requiring additional logistics-road rework
- Delay in obtaining shutdowns of existing 33 kV and 11 kV lines from private developer and GETCO/PGVCL for 33 kV transmission-line work
