Scope of Work

The contract is on a Hybrid-EPC (Engineering, Procurement, and Construction) mode. The scope includes:

  • Construction of RCC box, RCC and PCC drains, retaining walls, and toe walls.
  • Construction of nine (9) minor bridges and one (1) Road Over Bridge (ROB).
  • Railway Electrification works comprising design, supply, erection, testing, and commissioning of:
  • Overhead Equipment (OHE)

Project Location

The work covers the project stretch from Kokrajhar station (excluding) to CH-4.100, and from Salakati station (excluding) to CH-0.400. This forms the starting chainage of the new Kokrajhar–Gelephu cross-border rail line.

Strategic Context and Significance

The project is part of the 69-km Kokrajhar–Gelephu cross-border rail link connecting the Indian rail network to Gelephu in Bhutan. It was initiated under an India–Bhutan inter-governmental Memorandum of Understanding (MoU) signed in September 2025, with an announced total project cost of approximately ₹3,456 crore. Being awarded this initial package positions the BIL-HBMCPL JV as the first contractor on the corridor. The company states this establishes a base for mobilizing resources and building a working relationship with NFR-CONST, positioning it well to bid for future packages to be floated as the line progresses toward Gelephu.
