Chillika was founded by two Odia expatriates: Subhakanta Das, who migrated to the United Kingdom over two decades ago as an IT professional and later began cooking traditional Odia dishes for family and community gatherings, and Partha Sarathi Panda, a hospitality and business graduate with senior management experience at internationally recognised brands such as McDonald’s and KFC and a successful career in the recruitment sector. Their shared objective was to create a destination that showcases authentic Odia and Indian street food, rather than merely operating another restaurant.

The menu features dishes rooted in Odisha’s food heritage, notably the Dahi Bara Aloo Dum, a street‑food staple from Cuttack, alongside a broader selection of Indian street‑food items that appeal to both the Indian diaspora and international diners. The establishment is described as “Odisha’s Living Room in London,” serving as a cultural hub where thousands of Odias in the United Kingdom reconnect with their roots, celebrate festivals, and forge friendships.

In June 2025, Capt. Arun Kar (Retd), a British entrepreneur, investor, military veteran and CEO of Xpertnest, joined Chillika as a strategic partner. Born in Odisha and recognised for achievements in entrepreneurship, technology, innovation and sustainable development, Capt. Kar brings experience in business growth, brand building and international expansion. He will work alongside founders Das and Panda to transform Chillika from an award‑winning restaurant into a broader cultural destination while preserving the authenticity of Odia cuisine.
