Dilip Buildcon Limited (DBL) has received Grant of Authorization from Petroleum and Natural Gas Regulatory Board (PNGRB) for "Laying, Building, Operating or Expanding Petroleum and Petroleum Product (LPG) Pipeline from Paradip, Odisha to Raipur, Chattisgarh". This authorization follows the company's previous announcement dated September 09, 2026.

Project Specifications

The authorization grants DBL an exclusive license to act as the authorized entity for development of pipeline infrastructure for transportation of LPG. The project includes financing, construction, and operation of the pipeline with rights to levy and collect tariff for LPG transportation. The operation period is 25 years following a construction period of 3 years.

Project Implementation Structure

The project will be implemented through a Special Purpose Vehicle (SPV) in which Dilip Buildcon Limited will hold 100% equity. The Engineering, Procurement and Construction (EPC) works are proposed to be awarded to DBL, representing a business opportunity valued at approximately INR 1800.00 crore (excluding GST), to be executed over 36 months.

Operational Model

The pipeline will operate as a Common Carrier under PNGRB framework, with eligible Oil Marketing Companies (OMCs) accessing the pipeline capacity. Revenue will be generated through applicable Petroleum and Petroleum Products Pipeline Transportation Tariff. DBL clarifies it will not engage in procurement, trading, distribution, or sale of LPG, nor bear associated commercial risks relating to LPG procurement and marketing.
