Strategic Initiative Overview
EQUIPPP Social Impact Technologies Limited has signed a Memorandum of Understanding with the Telangana State Legislature Secretariat to build, operate and transfer 119 Constituency Development & Sustainability Bridge Foundations, one in each Assembly Constituency in Telangana.
Initiative Structure and Governance
The Constituency Development & Sustainability Bridge Foundations will function as independent non-profit section 8 (Companies Act) organizations dedicated to constituency development and sustainability. They will serve as a bridge between MLAs, Government departments, technology partners, social impact investors, corporates, CSR foundations, philanthropies, development agencies, NGOs, academia, and the diaspora to foster cross-sector collaboration.
MLAs will serve as the Constituency Development Champion, identifying constituency priorities, encouraging citizen participation, and facilitating partnerships and resource mobilization. MLAs will not be involved in the day-to-day financial, administrative, or operational management of the Foundations.
Technology Platform Deployment
EQUIPPP will develop and operate the Constituency Development Exchange (CDX), a customized media platform that connects and enables MLAs to present and pitch constituency priorities, opportunities, and requirements with development agencies, impact investors, academia, professional bodies, technology partners, CSR organizations, NPOs, philanthropies, and diaspora networks for cross-sector collaboration and sustainable development outcomes.
EQUIPPP will deploy AI Social-Tech Professionals to support the Foundations in project planning, proposal development, stakeholder engagement, implementation support, monitoring, documentation, and impact reporting. These professionals will be trained in collaboration with academic institutions, technology organizations, management institutes, professional bodies, and other knowledge partners.
An AI-powered CM Dashboard will provide constituency-wise information, progress monitoring, reporting, collaboration, and decision support for authorized stakeholders.
Implementation Framework and Responsibilities
The Telangana State Legislature Secretariat will facilitate the establishment of the Foundations, coordinate with Government departments, and support the institutional framework required for implementation.
EQUIPPP will establish the 119 Constituency Development & Sustainability Bridge Foundations, support their governance and statutory compliance, develop and operate the CDX platform, deploy technology and professional teams, mobilize partnerships and resources, and provide implementation support.
Financial Model and Resource Mobilization
The company will provide technology platforms, AI solutions, cloud infrastructure, compliance support, managed services, AI Social-Tech Professionals, and operational support to the Foundations under appropriate service arrangements. The cost of these services will be met from resources mobilized by the respective Foundations, without any financial burden on the Government of Telangana.
Resources for the Foundations will be mobilized through impact investments, institutional partnerships, technology partnerships, grants, CSR contributions, philanthropic support, voluntary contributions, and other lawful funding sources.
The MoU explicitly states there will be no financial obligation on the Government of Telangana.
Program Scope and Focus Areas
The foundations will support initiatives across education, healthcare, skill development, livelihoods, women empowerment, entrepreneurship, tourism, digital inclusion, sustainability, social infrastructure, and other constituency priorities.
The programme will facilitate pilot projects, workshops, consultations, constituency surveys, networking events, and collaboration among Government departments, corporates, NGOs, universities, professional institutions, development agencies, and other ecosystem partners.
Long-term Vision and Transfer Mechanism
As the Foundations achieve sustainable scale, EQUIPPP will facilitate their transfer to the Government of Telangana in accordance with the provisions of the MoU. The initiative provides for the adoption of governance and reporting practices aligned with SEBI Social Stock Exchange principles and, where applicable and subject to regulatory approvals, the listing of eligible Foundations on the Social Stock Exchange.
Strategic Impact on EQUIPPP
The initiative strengthens EQUIPPP's role as a technology and implementation partner for evolving cross-sector collaboration by providing AI-enabled platforms, professional services, implementation support, and program management for geography-wise and sector-wise development and social impact initiatives.
Key Participants
The MoU was exchanged between Ms. Vindhya Dronamraju, Whole-Time Director, EQUIPPP Social Impact Technologies Limited, and Sri Rendla Thirupathi, Secretary to Legislature (Assembly), along with Dr. Narasimha Charyulu, Secretary to Legislature (Council).
The ceremony was attended by EQUIPPP Founder Mr. Lakshmi Narayana and the team led by Mr. Sai Kiran, Mr. Nithin Varma, Mr. Pavan Tanooj, Mrs. Madhuri VVR, Independent Director, Mr. Sreenivasa Chary Kalmanoor, Executive Director and Ms. Pooja Sharma, Company Secretary and Compliance Officer.
The event was witnessed by Sri Gutha Sukender Reddy (Hon'ble Chairman, Telangana Legislative Council), Sri Gaddam Prasad Kumar (Hon'ble Speaker, Telangana Legislative Assembly), Sri D. Sridhar Babu (Hon'ble Minister for Information Technology, Electronics & Communications and Legislative Affairs), and Sri Banda Prakash (Hon'ble Deputy Chairman, Telangana Legislative Council), along with industry leaders including Mr. Srini Raju (Co-Chairman, Young India Skills University), CA Sarath Kumar (Advisor Home-Govt of Telangana), and Mr V Srinivasa Rao (VSR).
Development Process
The framework was presented and deliberated in multiple knowledge sessions, consultation meetings, and Sandbox sessions, including an event on 30th December 2025 at IIIT Hyderabad with participation from industry stalwarts, diaspora leaders, and senior legislators.
