Overview

MUMBAI, India, Sept. 18 2026 – The National Bank for Financing Infrastructure and Development (NaBFID) hosted the Infrastructure Conclave 2026 in Mumbai, convening a broad cross‑section of the infrastructure financing ecosystem to explore ways to strengthen financing channels and mobilise both domestic and global long‑term capital.

Keynote Addresses and Research Launches

The event opened with keynote speeches from Mr. Tuhin Kanta Pandey, Chairman of the Securities and Exchange Board of India (SEBI), and Ms. Laya Madduri, IAS, Joint Secretary of the Infrastructure Finance Secretariat, Department of Economic Affairs. During the conclave NaBFID launched two research reports titled “Channelizing Domestic and Global Capital for Infrastructure Financing” and “Catalysing India's Economic Ambitions through Bond Market Development.”

Panel Discussions

Five thematic panels were conducted:

1. Long‑Term Institutional and Private Capital – examined the role of domestic and foreign capital in bridging India’s infrastructure financing gap, covering regulatory considerations, project execution risks, currency volatility and emerging ESG compliance requirements.

2. Insurance Capital for Infrastructure – focused on unlocking insurance sector funds, balancing regulatory safeguards with risk‑based capital norms, and discussed credit‑enhancement, co‑investment and risk‑sharing structures to improve project bankability.

3. Structured Lending Solutions – explored securitisation, Credit Default Swaps (CDS) and Total Return Swaps (TRS) as mechanisms to recycle capital from operational assets, deepen the bond market and attract institutional investors, while outlining challenges specific to an India‑focused securitisation market.

4. Asset Monetisation and Capital Recycling – addressed how states can monetise assets through InvITs and REITs, replicate the success of the National Monetisation Pipeline at the state level, and use recycled capital for greenfield projects within fiscal limits.

5. New Pools of Infrastructure Capital – identified emerging sources such as private credit, infrastructure funds, pension funds, sovereign wealth funds and insurance capital, contrasting them with traditional sources like commercial banks and government budgets that face constraints on capital, tenor, risk appetite and regulatory requirements.
