NHPC Signs Etalin Hydroelectric Project Agreement

Key Development

NHPC Limited has signed a Memorandum of Agreement (MoA) with the Government of Arunachal Pradesh on 16 June 2026 for the implementation of Etalin Hydroelectric Project (HEP) with capacity of 3097 MW.

• Project Name: Etalin HEP
• Capacity: 3097 MW
• Location: Dri & Tangon rivers in Dibang Basin, Arunachal Pradesh
• Project Type: Run-of-the-river scheme
• Implementation Basis: Build, Own, Operate and Transfer (BOOT)
• Lease Period: 40 years from Commercial Operating Date (COD)

Agreement Terms

The MoA grants NHPC permission to:

• Undertake preliminary investigation for preparation of Pre-feasibility Report
• Conduct detailed investigation for Detailed Project Report (DPR) preparation
• Arrange financing for the project
• Develop, commission, implement, operate and maintain the hydroelectric project

Regulatory Framework

The project will be developed in accordance with the State of Arunachal Pradesh Hydro Power Policy, 2008 and subsequent amendments.

Implementation Structure

The project will be executed on BOOT basis where NHPC will build, own, operate the project for 40 years from commercial operation date before transferring it.
