NSDC's Social Stock Exchange Debut with ₹4 Crore NABARD Subscription

Union Minister Shri Jayant Chaudhary marked the National Skill Development Corporation's (NSDC) debut on the National Stock Exchange's Social Stock Exchange platform on October 22, 2026. The occasion featured NSDC's maiden issuance of Zero Coupon Zero Principal (ZCZP) instruments, with the National Bank for Agriculture and Rural Development (NABARD) subscribing ₹4 crore towards an innovative skilling and global employment initiative.

Innovative Blended Financing Model

The program has an estimated total outlay of ₹11.25 crore and adopts a three-tier blended financing structure. Beneficiary participation accounts for 15% of the program cost, 35% is supported through financing mobilized on the Social Stock Exchange, and the remaining 50% will be provided by the Government of Madhya Pradesh upon successful international placement of candidates. The outcome-linked component operates under a bilateral Social Impact Bond framework between NSDC and the Madhya Pradesh government, aligning public expenditure with measurable employment outcomes.

Employment Training Program Details

The initiative will support 600 young people from economically weaker Other Backward Classes (OBC) households in Madhya Pradesh, preparing them for international employment opportunities. Specifically, 300 candidates will be trained for employment opportunities in Japan and another 300 for Germany through residential foreign-language and employability training. Training will focus on destination-specific readiness across sectors including caregiving, hospitality, construction, and manufacturing, and will be delivered by NSDC International Limited, a wholly owned subsidiary of NSDC.

Expected Outcomes and Earnings Potential

Successfully placed candidates are expected to achieve indicative monthly earnings of approximately ₹1–1.2 lakh in Japan and ₹1.1–3.2 lakh in Germany, depending on job role and employment conditions. The Madhya Pradesh government will support candidate mobilization, residential training infrastructure, and language laboratories in addition to the outcome-linked funding.

Institutional Participation and Significance

The event was attended by multiple ministers and officials including Smt. Krishna Gaur (Minister for Backward Classes and Minorities Welfare, Madhya Pradesh), Shri Mangal Prabhat Lodha (Skills Minister, Maharashtra), Smt. Manisha Verma (Additional Chief Secretary, Maharashtra), Smt. Manisha Sensarma (Additional Secretary, MSDE), Shri Ashishkumar Chauhan (MD & CEO, NSE), and Shri Alok Shriram (Managing Director, DCM Shriram International Ltd.). The initiative represents a convergence between rural development finance and international workforce mobility, aiming to create pathways to higher earning potential and sustained livelihood improvement for economically weaker rural households.
