Announcement
On 4 November 2026, at the Vibrant Goa Global Business Summit, the Government of Goa, represented by the Goa Investment Promotion and Facilitation Board (Goa IPB), and Rivar Group, a European investment and venture group, signed a Memorandum of Understanding to develop the Goa International Sports & Performance City. The MoU outlines a proposed investment of approximately ₹3,000 crore, exclusive of land acquisition costs.
Project Scope and Phasing
The destination will combine international education, elite sport, cricket, motorsport, human performance and wellness in a single campus. It will feature an international sports school offering university pathways, elite academies for football, tennis, badminton, padel and future expansion into squash, golf, athletics, swimming and selected Olympic disciplines, a cricket academy equipped with turf wickets, indoor nets, video analysis and high‑performance coaching, a motorsport academy guiding young drivers from karting to racecraft, and a Human Performance Institute integrating biomechanics, performance testing, sports technology, physiotherapy and rehabilitation.
The development will proceed in four sequential phases: (1) feasibility study and site selection; (2) core launch of the school and academies; (3) expansion of the main campus with wellness and conference facilities; and (4) construction of a cricket ground, a motorsport circuit, indoor arenas and a full‑service destination offering. Each phase will advance only after securing the necessary approvals, demonstrated demand and funding.
Economic and Employment Impact
At full build‑out, the project is expected to generate more than 1,000 direct jobs and roughly 2,000 indirect jobs. Employment opportunities will span coaching, teaching, sports science, physiotherapy, ground and turf management, motorsport engineering, hospitality, events and venue management. Local suppliers, transport operators, tour providers and MSMEs are anticipated to benefit from a steady flow of athletes, families and visitors. The campus will also provide university pathways and professional certifications for Goan youth, with scholarships, local hiring and community‑access programmes to broaden participation.
Strategic Alignment with National Sports Objectives
The MoU is timed as India intensifies its pursuit of major international sporting events. On 6 October 2026, the International Olympic Committee placed India among seven nations in dialogue to host the 2036 Summer Olympics, while Ahmedabad is slated to host the 2030 Commonwealth Games. The Goa International Sports & Performance City is positioned to develop a deep talent pipeline, enabling athletes who enrol now to reach peak performance in the mid‑2030s.
Rivar Group’s Broader India Programme
The sports city represents the first major initiative of Rivar Group’s wider India programme. The group is simultaneously exploring partnerships with several state governments to establish manufacturing plants, technology and R&D centres, and sector‑focused industrial clusters in aerospace, deep‑tech, advanced manufacturing and science‑technology innovation. Rivar Group intends to collaborate with Indian companies, institutions, government agencies and international technology partners, leveraging global capital and expertise to complement India’s industrial capabilities. Further projects will be announced as state‑level discussions mature.
Next Steps
Under the MoU, Rivar Group and the Goa government will conduct a structured feasibility phase covering site identification, demand‑tested master planning, environmental and regulatory assessments, and a phased investment and operating model. Each party will appoint a nodal contact to coordinate the work.
