Shiva Cement Limited, a subsidiary of JSW Cement Limited (part of the JSW Group), has received regulatory approvals for the expansion of its mining operations. The company obtained a modified Environmental Clearance and Consent to Operate for its Khatkurbahal (North) Block Limestone and Dolomite Mines located at Biringatoli, Kutra, in Sundargarh district, Odisha.
The approval expands the mine's scope to include commercial mining of dolomite at a capacity of 2.4 million tonnes per annum. The block contains a total dolomite resource of 89.09 million tonnes, with 48.27 million tonnes being mineable.
This development enables the company to commercially undertake mining and sale of dolomite from the block, marking the commencement of revenue generation from its dolomite operations. Dolomite serves as a key input across steel, cement, glass, refractories and allied industries.
The approval opens a new merchant sales stream for the company while strengthening raw material security within the JSW ecosystem.
According to Mr. Manoj Kumar Rustagi, Whole-time Director & CEO of Shiva Cement, the expanded scope allows the company to "unlock significantly more value from a mineral resource we already operate" and creates value for the business and the region through disciplined resource utilization within full environmental compliance.

Shiva Cement has its clinker manufacturing facility strategically located at the geographical border of three Indian states – Odisha, Chhatisgarh and Jharkhand with close proximity to required raw materials. In FY26, the company commissioned a state-of-the-art 1.0 MTPA cement grinding unit at Sambalpur in Odisha through a commercial arrangement with Bhushan Power and Steel Limited, with the objective of meeting growing cement demand in the region.
