Utkram Chemicals Announces Integrated Fertilizer‑Petrochemical‑Bitumen Expansion
Utkram Chemicals Private Limited, led by promoters Mr. Kunal Shaw and Mr. Kishan Shaw, disclosed on 29 August 2026 a multi‑phase industrial investment programme to establish an integrated fertilizer, chemical, petrochemical and advanced bitumen manufacturing platform across the Indian states of Assam and West Bengal. The proposal envisions a 60,000‑tonne per annum bitumen production capacity covering paving‑grade bitumen, polymer‑modified bitumen, crumb‑rubber‑modified bitumen and bitumen emulsion for highways, expressways, bridges, airports and other strategic infrastructure.
The company is negotiating a technology‑transfer and technical‑cooperation arrangement with a leading Russian fertilizer manufacturing and technology enterprise. The collaboration would provide advanced fertilizer production technology, process engineering, plant configuration, automation, energy optimisation, commissioning support and transfer of technical know‑how to India.
In parallel, Utkram Chemicals is evaluating methanol‑to‑olefins (MTO) technology to produce ethylene and propylene, which would enable downstream manufacturing of polyethylene, polypropylene, ethylene oxide and ethylene glycol. The envisaged chemical platform also targets the production of industrial solvents, solvent‑grade hydrocarbon fractions, hexane, heptane‑range products and other specialty hydrocarbon intermediates through separation, fractionation, distillation and purification processes.
Feedstock strategy discussions include securing naphtha supplies from Indian Oil Corporation Limited (IOCL) and exploring additional sourcing from Malaysian refineries to create diversified domestic and international feedstock channels. The firm is also in talks with Bharat Petroleum Corporation Limited (BPCL) and Malaysian refinery interests about potential joint‑venture, feedstock, technology and manufacturing arrangements.
The proposed manufacturing infrastructure will incorporate sophisticated distributed control systems (DCS), process instrumentation, feedstock purification, catalytic processing, heat integration, emissions‑control technology and advanced effluent‑management systems.
Utkram Chemicals has engaged with Indian highway and strategic infrastructure agencies—including the National Highways Authority of India (NHAI), Ministry of Road Transport and Highways (MoRTH), National Highways and Infrastructure Development Corporation Limited (NHIDCL) and the Border Roads Organisation (BRO)—to align its road‑material manufacturing strategy with national infrastructure projects.
The promoters state that the expansion aims to support the Make in India agenda, promote import substitution, localise technology, generate employment and foster regional industrial development in the northeast and eastern regions of India. All projects remain subject to detailed feasibility assessments, execution of definitive agreements, financing arrangements, statutory clearances and other regulatory approvals.
