Utkram Chemicals Private Limited, led by promoters Mr. Kunal Shaw and Mr. Kishan Shaw, announced on 29 August 2026 a multi‑phase industrial investment programme in Assam and West Bengal to create an integrated fertilizer‑petrochemical‑specialty chemical‑bitumen manufacturing platform.

Strategic Partnerships

The company is negotiating a technology‑transfer and technical‑cooperation arrangement with a leading Russian fertilizer manufacturing and technology enterprise. The collaboration will focus on advanced fertilizer production technology, process engineering, plant configuration, automation, energy optimisation, commissioning support and transfer of technical know‑how to India.

Feedstock Strategy

Utkram Chemicals is in discussions to secure naphtha supplies from Indian Oil Corporation Limited (IOCL) and is also exploring diversified feedstock channels with Malaysian refineries.

Chemical Manufacturing Scope

The proposed chemical platform is being evaluated for the production of industrial solvents, solvent‑grade hydrocarbon fractions, hexane, heptane‑range products and other specialty hydrocarbon intermediates through separation, fractionation, distillation and purification technologies.

Petrochemical Expansion

The firm is assessing Methanol‑to‑Olefins (MTO) technology to potentially produce ethylene and propylene, which would support downstream manufacturing of polyethylene (PE), polypropylene (PP), ethylene oxide and ethylene glycol.

Infrastructure Details

The envisaged manufacturing infrastructure will incorporate sophisticated Distributed Control Systems (DCS), process instrumentation, feedstock purification, catalytic processing, heat integration, emissions‑control technology and advanced effluent‑management systems.

Bitumen Manufacturing Programme

Utkram Chemicals targets an annual bitumen production capacity of approximately 60,000 MT. The product portfolio will include paving‑grade bitumen, polymer‑modified bitumen (PMB), crumb‑rubber modified bitumen (CRMB), bitumen emulsion and other performance‑engineered road binders for highways, expressways, bridges, airports and strategic infrastructure.

Additional Strategic Cooperation

The company is also exploring strategic cooperation with Malaysian refinery interests and Bharat Petroleum Corporation Limited (BPCL), including potential joint‑venture, feedstock, technology and manufacturing arrangements.

Infrastructure Ecosystem Engagement

Utkram Chemicals has engaged with India’s highway and strategic infrastructure ecosystem, including the National Highways Authority of India (NHAI), Ministry of Road Transport & Highways (MoRTH), National Highways and Infrastructure Development Corporation Limited (NHIDCL) and the Border Roads Organisation (BRO), as part of its road‑material manufacturing strategy.

Objectives and Outlook

According to the promoters, the expansion aims to build a large‑scale integrated fertilizer‑petrochemical‑specialty chemical‑bitumen enterprise that supports Make in India, import substitution, technology localisation, employment generation and regional industrial development.

Conditionality

All proposed projects and collaborations remain subject to feasibility assessments, definitive agreements, financing, statutory clearances and regulatory approvals.
