The Ministry of Parliamentary Affairs reported significant progress in the digital transformation of India's legislative bodies under the National e-Vidhan Application (NeVA) project. As part of the Azadi Ka Amrit Mahotsav initiative, 33 out of 37 State/UT Legislatures have signed Memoranda of Understanding for NeVA implementation, with 21 Legislative Houses already transformed into fully digital Legislatures.
The completed digital transformations include: Punjab Legislative Assembly, Odisha Legislative Assembly, Bihar Legislative Assembly, Bihar Legislative Council, Nagaland Legislative Assembly, Manipur Legislative Assembly, Tamil Nadu Legislative Assembly, Sikkim Legislative Assembly, Tripura Legislative Assembly, Haryana Legislative Assembly, Meghalaya Legislative Assembly, Mizoram Legislative Assembly, Uttar Pradesh Legislative Assembly, Uttar Pradesh Legislative Council, Gujarat Legislative Assembly, Puducherry Legislative Assembly, Himachal Pradesh Legislative Assembly, Uttarakhand Legislative Assembly, Assam Legislative Assembly, Rajasthan Legislative Assembly, and Delhi Legislative Assembly. Central financial assistance totaling ₹138.17 crore has been disbursed to these legislative houses to facilitate their digital transition.
The NeVA public portals incorporate AI-driven multilingual translation tools developed by BHASHINI, enabling content translation into all 22 Scheduled Indian Languages plus English. The platform includes multiple security safeguards: hosting on secure NIC Meghraj 2.0 cloud infrastructure, a dedicated disaster recovery site for reliable data recovery, regular security audits to identify and address vulnerabilities, and two-factor authentication for login to restrict access to authorized users and prevent misuse of sensitive legislative workflows.
