The Ministry of Parliamentary Affairs reported significant progress in the digital transformation of India's legislative bodies under the National e-Vidhan Application (NeVA) project. As of August 2026, 33 out of 37 State/UT Legislatures have signed Memoranda of Understanding for NeVA implementation, with 21 Legislative Houses already transformed into digital Legislatures.
The 21 digitized Legislative Houses include: Punjab Legislative Assembly, Odisha Legislative Assembly, Bihar Legislative Assembly, Bihar Legislative Council, Nagaland Legislative Assembly, Manipur Legislative Assembly, Tamil Nadu Legislative Assembly, Sikkim Legislative Assembly, Tripura Legislative Assembly, Haryana Legislative Assembly, Meghalaya Legislative Assembly, Mizoram Legislative Assembly, Uttar Pradesh Legislative Assembly, Uttar Pradesh Legislative Council, Gujarat Legislative Assembly, Puducherry Legislative Assembly, Himachal Pradesh Legislative Assembly, Uttarakhand Legislative Assembly, Assam Legislative Assembly, Rajasthan Legislative Assembly, and Delhi Legislative Assembly. These transformations were supported by central financial assistance totaling ₹138.17 crore.
The NeVA public portals incorporate AI-driven multilingual translation tools developed by BHASHINI, enabling content translation into all 22 Scheduled Indian Languages plus English. The platform incorporates multiple security safeguards including hosting on secure NIC Meghraj 2.0 cloud infrastructure, a dedicated Disaster Recovery site for data recovery, regular security audits to address vulnerabilities, and two-factor authentication to restrict access to authorized users and prevent misuse of sensitive legislative workflows.
