The Ministry of Parliamentary Affairs reported that 33 out of 37 State/UT Legislatures have signed Memoranda of Understanding for implementing the National e-Vidhan Application (NeVA), with 21 Legislative Houses already transformed into digital legislatures under the project. The digitalization of the two Houses of Parliament remains outside the scope of NeVA.
NeVA has significantly improved legislative efficiency by enabling electronic processing of house business, reducing dependence on paper-based procedures, facilitating faster processing and dissemination of legislative business, improving accessibility of legislative information, and achieving cost savings in printing, handling, and storage of documents.
A mid-term evaluation conducted by NITI Aayog confirmed that NeVA has reduced paper usage and improved legislative workflows. The report noted enhanced coordination among Legislatures and Government Departments, which has facilitated quicker processing of legislative business. The public portal of NeVA provides real-time access to legislative documents, and capacity-building initiatives, including establishment of NeVA Seva Kendras, have supported platform adoption through technical assistance and training.
The application undergoes regular upgrades based on user feedback and operational requirements. It has been migrated to the secure NIC MeghRaj 2.0 cloud infrastructure to enhance cybersecurity and integrated with BHASHINI to enable text-to-text translation of public portal content, improving linguistic accessibility. Designed as a device-agnostic platform, NeVA ensures interoperability across devices and features role-based dashboards and workflow-based electronic processing of legislative documents to ensure coordination between different user roles including Members, Secretariat of Legislatures, and Government Departments.
