4th Bharat CPSEs' Consultative Conclave Inaugurated at Gati Shakti Vishwavidyalaya
The Capacity Building Commission (CBC), Government of India, in collaboration with the Department of Public Enterprises, Ministry of Finance, inaugurated the 4th Edition of the Bharat CPSEs' Consultative Conclave at Gati Shakti Vishwavidyalaya (GSV), Vadodara on September 24, 2026. The three-day conclave (24-26 September 2026) has brought together over 26 senior officers from 15 Central Public Sector Enterprises (CPSEs) of the Infrastructure & Construction and Transportation, Logistics & Telecommunication Services sectors, along with subject matter experts from industry and academia, domain-specific faculty members of GSV, industry stalwarts, and senior representatives of CBC and Union Ministries.
Thematic Focus and Strategic Significance
The conclave operates under the Mission Karmayogi framework with GSV as the Strategic Knowledge Partner, focusing on "Excellence in Project and Asset Management." The thematic focus on Transportation, Logistics and Infrastructure sector aligns with the Prime Minister's "Sapta Dhara" vision from his Independence Day 2026 address, where Gati Shakti was identified as the fourth stream driving India's development journey toward Viksit Bharat 2047. Specific deliberation topics include PM Gati, ULIP, multimodal connectivity, technology-driven asset management, and global best practices.
Inaugural Session Proceedings
The inaugural session featured ceremonial lamp lighting by dignitaries followed by presentations from key officials. Prof. Kaushik Das, Program Director from GSV and CBC Task Force Member, presented outcomes from Batch I of the Conclave and outlined the theme and objectives of the 4th Edition. Dr Alka Mittal, Member (Administration), CBC delivered the inaugural address, while Prof. (Dr.) Manoj Choudhary, Vice Chancellor of GSV, provided context setting. Shri Anil Kumar Lahoti, Chairman of Telecom Regulatory Authority of India (TRAI), delivered the keynote address as Chief Guest. The session concluded with a presentation on pre-event diagnostic survey findings by Shri Sumeet Singh, Director of CBC, and the welcoming of Dr. Nalin Shinghal, former CMD of BHEL and CEL, as Program Mentor.
Innovative Consultative Platform Structure
This first-of-its-kind consultative platform in India embodies a genuinely consultative model of capacity building, structured around practical challenges of project and asset management assessed directly from industry demand. The conclave format moves away from conventional lecture formats to interactive and participatory capacity-building exercises including thematic and breakout sessions. The program will conclude with an experiential learning field visit to the GSV Airbus Centre of Excellence, Sardar Sarovar Dam, and Statue of Unity at Kevadia, offering participants firsthand view of large-scale infrastructure and project management.
Knowledge Outputs and Institutional Impact
The knowledge briefs and documents emerging from the Conclave will culminate in the Bharat CPSE Compendium and an addressee-specific Reform Agenda. The extensive cross-learning among CPSEs, ministries, industry and academia is expected to establish this institutionalized platform as a thought-leadership forum that can guide evidence-based decision-making, policy formulation and reform in India's project and asset management ecosystem.
Kshamta SANGAM Initiative Announcement
In a significant development, CBC and GSV jointly declared collaboration on the upcoming initiative "Kshamta SANGAM" - Strategizing Atmanirbhar National Governance through Academia Mobilization. This platform will strategically leverage collective knowledge resources and innovations of academia for futuristic capacity building and evidence-based governance. Gati Shakti Vishwavidyalaya became the first academic institution to join this national mission, with the pre-launch Joint Declaration committing to official national launch in coming weeks under Mission Karmayogi.
