The Ministry of Commerce & Industry received 87 proposals from various State and UT governments under the Bharat Audyogik Vikas Yojana (BHAVYA) Scheme during the first round of Phase-I. The application window remained open until 31st July 2026, with no proposals received from the State of West Bengal.

Applications will undergo evaluation and scoring based on prescribed eligibility and evaluation criteria outlined in the Scheme guidelines. Project selection operates on a Challenge mode system, assessing parameters including connectivity and site suitability, quality of core infrastructure, value-added infrastructure, social infrastructure in Detailed Project Reports (DPRs), industrial ecosystem, and policy enablers. The guidelines mandate that the selection process for the first phase must be completed within one year from the date of the Scheme's notification.

Minister of State for Ministry of Commerce and Industry, Shri Jitin Prasada, provided this information in a written reply to the Rajya Sabha. The state-wise breakdown shows Maharashtra submitted the highest number of proposals (14), followed by Madhya Pradesh (11), Tamil Nadu and Uttar Pradesh (7 each), Andhra Pradesh and Gujarat (6 each), while several states including Haryana, Kerala, Ladakh, Manipur, Meghalaya, Mizoram, and Uttarakhand submitted only 1 proposal each.
