Union Home Minister and Minister of Cooperation Shri Amit Shah inaugurated the Land Port Management System (LPMS– 'VINIMAY') in New Delhi, marking a significant digital transformation in India's border management infrastructure. The system represents a key component of the government's four-pronged Smart Borders strategy, moving beyond security-centric approaches to facilitate trade, enhance people-to-people connectivity, and promote holistic development of border areas.
The LPMS has achieved substantial operational efficiencies, eliminating 90% of paperwork through a Single Electronic Window and introducing Automatic Number Plate Recognition (ANPR)-based gate operations. This has resulted in truck waiting times reducing by 40-60% and gate processing times decreasing by 22-35%. The system integrates real-time data sharing among multiple agencies including ICEGATE, Motor Vehicle System, CBIC, BSF, DGFT, UIDAI, and ULIP on a common platform, significantly enhancing inter-agency coordination and border security effectiveness.
Trade through land ports has experienced remarkable growth, increasing from ₹5,000 crore in 2014 to ₹83,000 crore currently—representing a 16-fold expansion during the 12 years of the Modi government. Currently, 15 land ports are operational across the country, with plans to develop 11 additional land ports over the next three years. These ports play a vital role in reducing migration from border districts, strengthening local economies, and enhancing cultural connectivity across borders.
The Land Ports Authority has emerged as a crucial pillar of India's border security architecture, transforming land ports into integrated platforms for cargo management, vehicle processing, and inter-agency coordination. The system is designed to curb illegal activities while facilitating legitimate trade and movement, ultimately contributing to both economic security and physical security of the nation.
