Union Home Minister and Minister of Cooperation Shri Amit Shah addressed the Land Border Districts' Superintendents of Police Conference-2026 in New Delhi, outlining the government's comprehensive border security strategy. The conference was attended by Union Ministers of State for Home Affairs Shri Nityanand Rai and Shri Bandi Sanjay Kumar, Union Home Secretary, Director of the Intelligence Bureau (IB), Directors General of Police of border states, and several senior officials.

Shah announced that the Modi government is fencing the 1,610-km-long India-Myanmar border at a cost of ₹31,000 crore as part of a broader initiative to transform India's border security into the world's most modern system based on the vision of a Smart Border. The government has increased border infrastructure investment by 400 percent and is adopting a scientific approach to security.

The key security objectives include preventing proxy war, illegal infiltration, radicalization, narcotics trafficking, smuggling, drone-related threats, cybercrime, organized crime, and demographic changes. The government is creating a strong quadrangular security grid that integrates border guarding forces, state and district administration, relevant stakeholders of the Government of India, and local citizens, moving from an isolated border outpost system to an integrated security grid with a proactive rather than reactive approach.

Shah emphasized that demographic changes in border areas are primarily caused by infiltration, and the government is committed to curbing unnatural demographic growth caused by abnormal factors with a ruthless approach. He announced the Demography Mission to study demographic changes, identify abnormal factors contributing to demographic growth, and recommend preventive measures.

Under the Vibrant Villages Programme, the government is working to prevent migration from border areas, create jobs, and ensure 100% implementation of government welfare schemes, with Prime Minister Modi describing the country's last village as its first village. Shah stated that the country has been freed from Naxalism and terrorism in Jammu & Kashmir and the North-East, and set a target to inflict serious damage on the narcotics menace and achieve victory over it within the next three years.

The conference has institutionalized the comprehensive approach to border security and will also address coastal border security holistically in the future. It will focus on discussing border security problems, addressing concerns for their resolution, and formulating appropriate policy measures.
