Union Home Minister and Minister of Cooperation Shri Amit Shah addressed the valedictory session of the Intelligence Bureau's 'National Security Strategies Conference' in New Delhi, attended by senior police officers from across the country, Directors General of Police of all states, and representatives of central security agencies both in person and virtually.
Shah emphasized that Prime Minister Modi has set the target of a developed India by 2047, with strong internal security as the fundamental prerequisite. He stated that the government has successfully addressed three major internal security hotspots - narcotics, naxalism, and North East insurgency - crediting police forces of every state, central agencies, and CAPFs for this achievement.
The Home Minister announced that three new criminal laws will achieve 100% implementation within the next year, which is expected to enable criminal cases to be disposed of up to the Supreme Court level within three years and increase the conviction rate by 25%. This modernization effort includes expanded Forensic Science Laboratories network and 37,000 young graduates graduating annually through the National Forensic Sciences University.
On border security, Shah revealed that the Ministry of Home Affairs has visited all land border states in the last eight months and shared a document outlining a quadrangular border security approach. The goal is to make the country infiltrator-free in the shortest possible time, with each border state required to designate a nodal officer not below the rank of Senior IG or Additional DG.
Shah provided specific data points, noting that approximately 274 fugitives were brought back from abroad between 2019 and 2026 through strengthened anti-fugitive mechanisms. He highlighted the strike against PFI (Popular Front of India) in one night, including its ban and complete cadre dismantlement, as an exemplary case of center-state coordination.
The Home Minister introduced several strategic initiatives including the 'PRAHAR' program for total eradication of terrorism and dismantling of 360-degree terrorist networks, which should be internalized up to the Deputy Superintendent of Police level. He also presented the Narcotics Control Vision Document 2026-2029, urging state police forces to implement the three D's strategy: Detect, Disrupt, and Destroy for a drug-free India.
On technology integration, Shah announced that an integrated data bank of CCTNS, ICJS, NATGRID and NAFIS has been created with futuristic design for interoperability. The Multi Agency Center (MAC) has been upgraded to provide multi-dimensional results and will see its technological capabilities upgraded fourfold in coming days. Young officers were encouraged to use AI for data integration, analysis, and identification of modus operandi to develop actionable intelligence.
Shah emphasized that India's security policy must consider global instability, energy-resource insecurity, supply chain disruption, increasing radicalization, and cyber-misinformation warfare. He called for the Intelligence Bureau to hold meetings with all maritime border districts before the next conference with pre-finalized agenda and time-bound roadmap.
