Atal Vayo Abhyuday Yojana: Comprehensive Elderly Care Framework

The Atal Vayo Abhyuday Yojana (AVYAY) represents the Indian government's integrated approach to addressing the needs of the country's growing elderly population, which stood at 10.38 crores according to Census 2011 (5.11 crore males and 5.27 crore females) and is projected to reach 23 crores by 2036. Launched in 2021 by the Ministry of Social Justice and Empowerment, the scheme subsumed the earlier National Action Plan for Senior Citizens and operates through multiple coordinated components.

Financial Allocation and Institutional Structure

For the quarter ending 30 September 2026 during financial year 2026-27, the government released ₹77.98 crores as grant-in-aid to 755 projects under the Integrated Programme for Senior Citizens (IPSrC) component. The institutional architecture involves the Ministry of Social Justice and Empowerment as the nodal ministry, State and UT Governments implementing State Action Plans for Senior Citizens (SAPSrC), and District-Level Committees chaired by District Collectors/Magistrates for beneficiary selection and monitoring.

Scheme Components and Implementation

The Integrated Programme for Senior Citizens (IPSrC) currently supports 764 Senior Citizen Homes, 13 Continuous Care Homes, 17 Mobile Medicare Units, and 3 Physiotherapy Clinics through grants-in-aid to NGOs, Panchayati Raj Institutions, and local bodies. The State Action Plan for Senior Citizens (SAPSrC) allows states to utilize up to 20% of allocated funds for state-specific programs while focusing on geriatric caregiver training and cataract surgery drives.

Regional Resource and Training Centres (RRTCs) receive annual financial support of ₹19.58 lakh each and serve as regional nodal agencies for capacity building, research, and monitoring. The Rashtriya Vayoshri Yojana (RVY), subsumed under AVYAY, has cumulatively benefited over 10.45 lakh senior citizens with 5,587,653 assistive living devices distributed through camp mode and Pradhan Mantri Divyasha Vayoshri Kendras.

Digital Initiatives and Support Services

The National Helpline for Senior Citizens (Elderline, number 14567) launched in October 2021 has received over 8.66 lakh actionable calls providing information, guidance, emotional support, and field intervention. In May 2026, the government launched the JEEVAN mobile application featuring a user-friendly interface with one-tab call functionality and the SHATAYU geriatric dashboard which shows 30,151 registered caregivers (6,817 male, 23,334 female) available by district and state.

Additional Initiatives and Partnerships

The Seniorcare Ageing Growth Engine (SAGE) initiative provides equity support up to ₹1 crore to startups developing elderly care solutions, while the Senior Citizen Opportunities for Productive Engagement (SCOPE) connects experienced seniors with employment opportunities. The PM-SPECIAL training program focuses on creating professional geriatric caregivers. On 1 September 2026, the Department signed a Memorandum of Understanding with Ramakrishna Math and Ramakrishna Mission to implement 'Creating Intergenerational Bonding' across 200 pilot schools, complementing AVYAY's welfare initiatives.

Monitoring and Transparency Framework

The scheme employs rigorous monitoring through a Project Monitoring Unit conducting field inspections, requiring implementing NGOs to submit periodic progress reports, utilization certificates, and audited financial statements. Institutions must use cloud-based contactless biometric attendance systems and provide live CCTV feeds on their websites or the E-anudaan portal for transparency.
