PMMSY Implementation in Bihar
The Department of Fisheries, Ministry of Fisheries, Animal Husbandry and Dairying is implementing the Pradhan Mantri Matsya Sampada Yojana (PMMSY) with a total outlay of ₹20,750 crore since financial year 2020-21 for holistic development of fisheries and aquaculture sector across all states including Bihar. Under PMMSY, the central government has approved ₹579.72 crore for various fisheries developmental activities in Bihar, with a central share of ₹193.13 crore. During the last three years from 2023-24 to 2025-26, the Bihar government sanctioned ₹107.30 crore to various districts and utilized ₹73.59 crore. Major projects approved include Integrated Aqua-park, Wholesale fish market, Integrated Development of Reservoirs, Referral laboratories for quality testing and Disease diagnostic, Fish Broodbank, and hatcheries. On June 15, 2026, the National Fisheries Development Board (NFDB) inaugurated a Regional office at Patna to provide targeted training programs, exposure to best practices, and continuous technical support to fisheries entrepreneurs and stakeholders.
Rashtriya Gokul Mission Achievements
The Department of Animal Husbandry and Dairying is implementing Rashtriya Gokul Mission (RGM) since December 2014 for development and conservation of indigenous breeds, genetic upgradation of bovine population, and enhancement of milk production. In Bihar, the program has performed 64.87 lakh Artificial Inseminations benefiting 29.16 lakh farmers, used sex-sorted semen technology in 10,122 Artificial Inseminations benefiting 9,020 farmers, and established a state-of-the-art semen station at Purnea. Two In-Vitro Fertilization (IVF) laboratories have been established at Patna and Motihari, while 5,433 Multi-Purpose Artificial Insemination Technicians in Rural India (MAITRI's) have been trained and equipped for doorstep Artificial Insemination services. Two Heifer Rearing Centres have been sanctioned at Munger and Dumraon with a capacity of 500 heifers each. The central government has released ₹79.29 crore to Bihar under RGM, which has been fully utilized by the state.
Additional Dairy Development Initiatives
Under the National Programme for Dairy Development (NPDD), Bihar has achieved a chilling capacity of 7 lakh litres per day, strengthened 21 dairy plant laboratories, and provided 13,590 village-level quality testing equipment. To strengthen marketing infrastructure, 3,426 deep freezers and visi coolers have been supplied. In the last two years under White Revolution initiatives, 11,834 Dairy Cooperative Societies (DCS) have been established. Under the Animal Husbandry Infrastructure Development Fund (AHIDF), dairy processing units with total capacity of 7.55 lakh litres per day have been approved in both private and cooperative sectors.
District-wise Impact
