Cabinet Approval of Pradhan Mantri Viksit Gram Swaraj Yojana
The Union Cabinet, chaired by Prime Minister Narendra Modi, has approved the Pradhan Mantri Viksit Gram Swaraj Yojana (PM VGSY) as a Centrally Sponsored Scheme with a total outlay of ₹7,395.55 crore for implementation from 2026-27 to 2030-31, coinciding with the Sixteenth Finance Commission period. The financial allocation comprises a Central Share of ₹4,869.48 crore and a State Share of ₹2,526.07 crore.
Scheme Implementation and Coverage
The scheme will extend to all States and Union Territories, including institutions of rural local government in non-Part IX areas where Panchayats do not exist. It will be implemented through respective State Governments and Union Territory Administrations, with States/UTs submitting Annual Action Plans for appraisal and approval by a designated Central Empowered Committee.
Beneficiary Scope and Impact
PM VGSY will directly benefit approximately 32 lakh elected representatives, Panchayat functionaries, and other stakeholders across over 2.55 lakh Panchayats and Traditional Local Bodies. Each awareness-generation episode is designed to reach at least 1 crore citizens through existing digital and outreach platforms, Gram Sabhas, and other Panchayat forums.
Key Objectives and Digital Infrastructure
The scheme represents a next-generation governance transformation initiative aligned with the Viksit Bharat vision. It will support the preparation of 2.55 lakh holistic Gram Panchayat Development Plans annually on the eGramSwaraj Portal, integrating village priorities, interventions of Central and State departments, and available resources through participatory planning. The program will utilize PANCHAM, an AI-enabled multilingual communication platform available in 17 Indian languages, for two-way communication and scheme explanation.
Financial Management and Transparency
A critical component involves supporting the preparation of at least 2.55 lakh online audit plans annually through AuditOnline, alongside improved accounting, public disclosure, and Own Source Revenue mobilization. This initiative is particularly significant given the Sixteenth Finance Commission's recommendation of approximately ₹4.35 lakh crore in grants for Rural Local Bodies during the same 2026-27 to 2030-31 period.
Institutional Framework and Employment
No permanent posts will be created under the scheme, though need-based contractual human resources may be engaged at State, District, and Block levels to provide technical support and achieve scheme objectives. The program aims to strengthen governance capabilities through capacity building and digital handholding, focusing on holistic planning, citizen communication, resource management, and progress toward locally relevant Sustainable Development Goals.
