Scheme Overview

Vehicle Targets

- Expected beneficiaries: Approximately 2.07 lakh vehicle owners (1.91 lakh trucks and 16,329 buses)
Emission Context
- Transport sector contributes 14% of PM2.5, 40% of Carbon Monoxide, and 63% of Nitrogen Oxide emissions in Delhi-NCR (ARAI and TERI report, August 2018)
- Trucks and buses constitute only 3% of total vehicles but contribute 36% of PM2.5 emissions
- One pre-BS heavy-duty vehicle emits equivalent to 14 BS-VI standard vehicles
- One BS-IV vehicle emits 2.7 times more than BS-VI equivalent
Vehicle Requirements
- BS-III or older vehicles: Must be scrapped at registered vehicle scrapping facilities
- BS-IV vehicles: Can be scrapped or sold outside NCR in non-NCAP cities/towns
- New vehicles must be BS-VI or stricter standards compliant or electric, registered within NCR
- Delhi-specific requirements: Light commercial vehicles purchased under scheme must be electric; buses must be BS-VI CNG or electric only
- Government vehicles are excluded from the scheme
Benefits Structure
Central Government Benefits:
- 5% interest subsidy on loans for 5 years
- Monthly fuel vouchers up to ₹4,800 based on vehicle category
- One-time benefit for purchasing electric vehicles or trading deposit certificates
- Benefits continue for 5 years from date of new vehicle registration
State Government Benefits:
- Registration fee waiver
- Motor vehicle tax concession: Up to 100% on new vehicles, up to 50% on old vehicles
- Tax concession valid for 10 years
- Waiver of pending liabilities on old vehicles included in the scheme
Auto Manufacturer Participation:
- 8% discount on ex-showroom prices from participating manufacturers
