The Central Bureau of Narcotics (CBN), under the Department of Revenue, Ministry of Finance, Government of India, and Prajapita Brahma Kumaris Ishwariya Vishwa Vidyalaya signed a Memorandum of Understanding on September 18, 2026, at Mount Abu, Rajasthan. This initiative supports Prime Minister Narendra Modi's vision for a Nasha Mukt Bharat (Drug-Free India) and contributes to the objectives of the Nasha Mukt Bharat Abhiyaan through sustained preventive awareness, youth engagement, and community participation.
The MoU was signed by Shri Naresh Bundel, Deputy Narcotics Commissioner of CBN, and Dr. Banarsilal Sah, Secretary of the Medical Wing at Brahma Kumaris, in the presence of Dr. Dinesh Kumar Bisen, Narcotics Commissioner of CBN. The agreement establishes a cooperative framework for conceptualizing, organizing, implementing, and evaluating preventive drug-awareness campaigns, youth-empowerment initiatives, and community outreach programs with operational emphasis on four states: Madhya Pradesh, Rajasthan, Uttar Pradesh, and Delhi.
The collaboration focuses on value-based preventive education, awareness of harmful effects of narcotic drugs and psychotropic substances, and information about counseling, recovery, and treatment avenues for substance abuse victims. Specific activities under the MoU include seminars, symposiums, interactive workshops, multimedia exhibitions, awareness rallies, poster-design competitions, and digital awareness activities under CBN's Yuva Raksha initiative. Special attention will be given to educational institutions including schools, colleges, universities, hostels, coaching hubs, and vocational training institutes, along with rural communities and youth in agricultural and traditional cultivation areas.
The partnership also provides for life-skills development, stress-management, and holistic-wellness activities including meditation, yogic breathing, positive thinking, and emotional self-regulation. Brahma Kumaris will support the program through its centers, seminar venues, volunteers, instructors, and spiritual counselors, and will promote the Yuva Raksha campaign through its institutional and digital platforms. The organization will mobilize its youth wings, students, teachers, women's forums, and community leaders to participate in awareness activities.
Dr. Dinesh Kumar Bisen emphasized the importance of collective and community-based efforts in preventing substance abuse, noting that sustained engagement with young people and educational institutions is essential for preventive awareness. The MoU also provides for rural outreach, national and international anti-drug observances, volunteer orientation, and capacity-building. All activities will remain voluntary, educational, inclusive, and non-regulatory, with Brahma Kumaris participants undertaking only awareness, educational, motivational, and community-support activities without any enforcement, investigation, or policing functions.
