Centre Strengthens Judicial Infrastructure in Karnataka and Himachal Pradesh Under Centrally Sponsored Scheme
The Central Government has been implementing a Centrally Sponsored Scheme (CSS) for the Development of Infrastructure Facilities for District and Subordinate Courts since 1993-94. The scheme covers five components: Court Halls, Residential Units for Judicial Officers, Lawyers' Halls, Toilet Complexes, and Digital Computer Rooms.
As of May 31, 2026, Karnataka has a sanctioned strength of 1,398 judges with 1,278 available court halls (120 shortfall) and 1,199 residential units (199 shortfall). Himachal Pradesh has a sanctioned strength of 192 judges with 180 court halls (12 shortfall) and 161 residential units (31 shortfall).
Under the CSS scheme during the last five years, Karnataka completed 586 court halls and 129 residential units, with 218 court halls and 46 residential units currently under construction. Himachal Pradesh completed 4 court halls and 0 residential units, with 36 court halls and 5 residential units under construction.
Funding allocations show Karnataka received Rs 27.00 crore in 2021-22, Rs 82.01 crore in 2022-23, Rs 133.16 crore in 2023-24, Rs 73.92 crore in 2024-25, and Rs 34.09 crore in 2025-26, totaling Rs 350.18 crore over five years. Himachal Pradesh received Rs 0.00 crore in 2021-22, Rs 0.00 crore in 2022-23, Rs 6.00 crore in 2023-24, Rs 13.62 crore in 2024-25, and Rs 12.25 crore in 2025-26, totaling Rs 31.87 crore.
For Financial Year 2026-27, Mother Sanctions of Rs 5.33 crore and Rs 5.195 crore have been issued to Karnataka and Himachal Pradesh respectively. Under the eCourts Mission Mode Project Phase III for digital infrastructure, Rs 151.73 crore has been released to the High Court of Karnataka and Rs 20.66 crore to the High Court of Himachal Pradesh for creating a comprehensive digital ecosystem supporting the entire case lifecycle from filing to final adjudication.
