The Government of India has launched the Designing Innovative Solutions for Holistic Access to Justice (DISHA) 2.0 scheme, a Central Sector Scheme with an approved financial outlay of ₹255 crore for the period 2026-31 for pan-India implementation including Andhra Pradesh. The scheme aims to leverage technology to develop and enhance citizen-friendly solution platforms for legal services through four key components.
Tele-Law: Reaching the Unreached provides free pre-litigation advice to all citizens by connecting people with panel lawyers through mobile-app and Toll-Free No. 14454, using video/tele conferencing facilities available at Common Service Centres (CSCs) and Village Level Entrepreneurs (VLEs) at the panchayat level. Nyaya Sahayaks have been engaged in Aspirational Blocks to strengthen service delivery.
Nyaya Bandhu (Pro Bono Legal Services) Programme involves advocates voluntarily providing legal assistance to marginalized and disadvantaged sections covered under Section 12 of the Legal Services Authorities Act, 1987. Pro-Bono panels have been constituted in 23 High Courts across the country, and Pro-Bono Clubs are functional in Law Schools/Colleges pan-India to instill a culture of community-led pro-bono services among law students.
The Legal Literacy and Legal Awareness Programme (LLLAP) envisages engaging with institutions and building partnerships across stakeholder Ministries/Departments to build capacity of grassroot workers, legally empower them, and spread legal awareness through workshops, webinars, IEC materials, and collaboration with Prasar Bharati.
VIDHI (Vision for Integrated Delivery of Harmonized Legal Initiatives) - Sanjeevani is a key monitoring component that involves development and operationalization of a centralized Integrated Dashboard providing a unified interface integrating real-time data streams from multiple sources to facilitate monitoring of programme performance, service delivery and implementation progress. The dashboard integrates with the Nyaya Setu AI Chatbot, which was launched on 29th March 2026 as a Generative AI powered multilingual and multi-model platform that helps people understand legal processes, rights, and next steps through simple voice and text interactions across 22 Indian languages using a Hybrid Retrieval-Augmented Generation (RAG) architecture to ensure responses are grounded in statutory legal texts. VIDHI Sanjeevani envisages overall outreach to 50 lakh beneficiaries over five years (2026-31) with no state-specific targets.
Specific data for Andhra Pradesh shows 13,361 Common Service Centres statewide, with 385 in Konaseema district and 527 in Palnadu district. The state has 742 Pro-Bono Advocates (though district-wise data is not maintained) and three Pro-Bono Clubs located at K.L.E.F. College of Law (Guntur), Damodaram Sanjivayya National Law University (Vishakhapatnam), and Vignan Institute of Law (Guntur).
Monitoring of the scheme outcomes is conducted through VIDHI-Sanjeevani dashboard, regular review meetings, field visits, direct feedback through regional workshops, and a dedicated Programme Management Unit (PMU).
