CPGRAMS Performance and Evolution
The Centralised Public Grievance Redress and Monitoring System (CPGRAMS) has transformed India's public grievance redressal mechanism through digital innovation and institutional reforms. The platform connects all Central Ministries, Departments, State Governments, and Union Territories through a single portal available 24x7 to citizens. The system has evolved from a fragmented manual process into a comprehensive technology-driven governance platform, with annual grievances handled increasing nearly nine-fold from approximately 3.01 lakh in 2014 to around 27 lakhs in 2024, reflecting growing public trust.
Operational Metrics and Efficiency Gains
CPGRAMS demonstrated significant efficiency improvements, with the average grievance disposal time in Central Ministries and Departments reducing dramatically from 157 days in 2014 to just 15 days in 2025. As of June 2026, the system had 1,09,125 Grievance Redressal Officers mapped, up from 10,232 in 2014. In June 2026 alone, the system redressed 1,99,968 grievances and recorded 83,544 new user registrations. The platform has maintained 46 consecutive months of processing over 1 lakh grievances monthly, with an average disposal time of 14 days in 2026 and a citizen satisfaction rate of 76% for January-June 2026.
Technological Features and Accessibility
CPGRAMS offers multiple registration channels including online portal (pgportal.gov.in), mobile app integrated with UMANG, and over 5 lakh Common Service Centres associated with 2.5 lakh Village Level Entrepreneurs. The system provides auto-routing and categorization of complaints to appropriate authorities, with comprehensive guidelines mandating resolution within 21 days (reduced from 30 days in August 2024). The platform supports 22 scheduled languages plus English through BHASHINI integration, enabling Grievance Redressal Officers to respond in the citizen's preferred language. The system excludes RTI matters, court-related/subjudice matters, religious matters, and government employee service matters.
AI Integration and Future Development
The government launched the AI-enabled voice chatbot "Samadhan Didi" on May 30, 2026, which uses BHASHINI's speech-to-text, text-to-speech, translation, and transliteration capabilities to enable voice grievance registration in preferred languages. The Department of Administrative Reforms and Public Grievances (DARPG) is developing NextGen CPGRAMS with advanced features including voice-enabled registration, AI-based categorization and routing, unified state grievance categories, multilingual support, omni-channel registration through email and social media, automated escalation mechanisms, accessibility features, and real-time analytics dashboards with AI-enabled validation of grievance redressal quality.
Reform Framework and Governance Impact
The 10-Step Reform Programme introduced in 2022 includes universalization of CPGRAMS 7.0 with automatic routing, technological enhancements using AI and machine learning for pattern recognition, language inclusivity, Grievance Redressal Assessment and Index (GRAI) for performance benchmarking, Feedback Call Centre for citizen satisfaction assessment, One Nation-One Portal integration, inclusivity through CSC outreach, training under Sevottam framework, monthly performance monitoring, and a Data Strategy Unit for advanced analytics and policy improvements. The system has strengthened citizen-centric governance through timely resolution, accountability, and continuous service delivery improvement based on citizen feedback.
