The Capacity Building Commission (CBC), Government of India, in collaboration with the Department of Public Enterprises (DPE), Ministry of Finance, inaugurated the 4th Edition of the Bharat CPSEs' Consultative Conclave at Gati Shakti Vishwavidyalaya (GSV), Vadodara on September 24, 2026. The three-day conclave (September 24-26, 2026) brought together over 26 senior officers from 15 Central Public Sector Enterprises (CPSEs) of the Infrastructure & Construction and Transportation, Logistics & Telecommunication Services sectors, along with subject matter experts from industry and academia, domain-specific faculty members of GSV, industry stalwarts, and senior representatives of CBC and Union Ministries.
The conclave operates under the Mission Karmayogi framework with GSV as the Strategic Knowledge Partner, focusing on "Excellence in Project and Asset Management" in support of Viksit Bharat 2047. The thematic focus on Transportation, Logistics and Infrastructure sector aligns with the Prime Minister's "Sapta Dhara" vision from his Independence Day 2026 address, where Gati Shakti was identified as the fourth stream driving India's development journey.
The inaugural session featured ceremonial lamp lighting by dignitaries, with Prof. Kaushik Das presenting outcomes of Batch I of the Conclave and outlining the theme of the 4th Edition. Dr Alka Mittal, Member (Administration), CBC delivered the inaugural address, followed by context setting by Prof. (Dr.) Manoj Choudhary, Vice Chancellor of GSV. The keynote address was delivered by Shri Anil Kumar Lahoti, Chairman of Telecom Regulatory Authority of India (TRAI). The session concluded with a presentation on pre-event diagnostic survey findings by Shri Sumeet Singh, Director of CBC, and the welcoming of Dr. Nalin Shinghal, former CMD of BHEL and CEL, as Program Mentor.
This represents a first-of-its-kind consultative platform for evidence-based governance in India, designed to address practical challenges of project and asset management as assessed directly from industry demand. The conclave will produce knowledge briefs and documents including the Bharat CPSE Compendium and an addressee-specific Reform Agenda, expected to guide evidence-based decision-making and policy reform in India's project and asset management ecosystem.
Over the three days, the program includes thematic and breakout sessions structured around industry-identified challenges, conceived as interactive participatory capacity-building rather than conventional lectures. The conclave will conclude with an experiential learning field visit to the GSV Airbus Centre of Excellence, Sardar Sarovar Dam, and Statue of Unity at Kevadia.
A significant development during the inaugural session was the joint declaration by CBC and GSV to collaborate on the upcoming Kshamta SANGAM initiative - Strategizing Atmanirbhar National Governance through Academia Mobilization. Gati Shakti Vishwavidyalaya became the first academic institution to join this national mission, with the official national launch planned in coming weeks under Mission Karmayogi.
