DBT BioE3 Policy Framework and Implementation
The Department of Biotechnology (DBT) has established a comprehensive framework under its BioE3 (Biotechnology for Economy, Environment and Employment) policy, identifying six thematic verticals for establishing Biomanufacturing Hubs and Biofoundries. These verticals include Bio-based chemicals, Bioplastics, Active Pharmaceutical Ingredients (APIs), and Enzymes; Functional Foods and Smart Proteins; Precision Biotherapeutics including monoclonal antibodies, mRNA therapeutics, and cell & gene therapy; Climate resilient agriculture through agri-biologicals; Biofuels and Carbon capture; and Futuristic marine and space research.
Additionally, five priority sectors have been identified for the establishment of Bio-AI hubs: Ayurveda, Agriculture Innovations, Genome Diagnostics, Synthetic Biology, and Biomolecular Design. The selection process for these Bioenablers involves a rigorous multi-tier evaluation system beginning with nationwide calls for proposals. Proposals undergo screening by a Screening Committee based on eligibility criteria, followed by technical evaluation and presentation to a Selection Committee. Financial evaluation is conducted by a Financial Evaluation Committee (FEC) which assesses co-funding mechanisms, equity financing, royalty sharing, and other financial modalities. Final selection with defined objectives, milestones, deliverables, duration, and funding mechanisms is recommended by an Apex Committee.
Economic Impact and Employment Generation
The implementation of the BioE3 Policy is expected to generate approximately 1500 direct and indirect employment opportunities over the next five years, specifically focused on Tier-II and Tier-III cities. To promote indigenous bio-manufacturing and encourage participation from start-ups, MSMEs, and private industry, the policy provides financial assistance of up to 70% of the project cost, with the remaining 30% to be contributed by the private sector.
Progress Towards Bioeconomy Targets
The policy is positioned as a significant contributor towards achieving India's target of a $300 billion bioeconomy by 2030 by fostering innovation-led growth, strengthening indigenous bio-manufacturing capabilities, and expanding the biotechnology ecosystem. The establishment of Biofoundries and Biomanufacturing hubs aims to enable scale-up and validation of bio-based technologies from various start-ups, innovations, and industries. To date, over 600 beneficiaries have availed these facilities. The initiative has also mobilized investment commitment from the private sector totaling Rs. 602.09 Crore, supporting a pipeline of discovery-led research and development across all thematic verticals.
