This framework represents a significant shift in India's strategic engagement, aligning national security objectives with proactive global cooperation to foster long-term stability and mutual growth.
The document establishes four key pillars for India's defence diplomacy: Strategic Partnerships focusing on deepening bilateral and multilateral security cooperation; Capacity Building through enhanced joint military exercises, training programmes, and sharing best practices with friendly nations; Indigenous Exports promoting Make-in-India defence platforms to establish the nation as a reliable global defence manufacturing hub; and Maritime Security strengthening India's role as a Net Security Provider and First Responder in the Indian Ocean Region.
The launch event was attended by senior officials including Chief of the Army Staff General Dhiraj Seth, Defence Secretary Shri Rajesh Kumar Singh, Secretary (Defence Production) Shri Sanjeev Kumar, Secretary (East) from Ministry of External Affairs Shri Rudrendra Tandon, Vice Chief of the Air Staff Air Marshal Ashutosh Dixit, Vice Chief of the Naval Staff Vice Admiral Ajay Kochhar, and Chief of Integrated Defence Staff to Chairman Chiefs of Staff Committee Air Marshal Tejinder Singh, along with other senior officials from the Ministry of Defence, Ministry of External Affairs, and National Security Council Secretariat.
As defence diplomacy is identified as a core pillar of India's foreign policy, the RAKSHA document provides a clear, actionable vision for the next decade, ensuring that India remains an anchor of peace, stability, and rule-based order in an evolving global landscape. The document was released as part of the Azadi Ka Amrit Mahotsav celebrations, marking its significance in India's strategic development.
