The Cabinet Committee on Economic Affairs (CCEA), chaired by Prime Minister Narendra Modi, has approved the implementation of an Intelligent Traffic Management System (ITMS) for Delhi at an estimated cost of ₹1,789.52 crore inclusive of taxes. The project will be implemented by Delhi Police over 24 months followed by five years of operation and maintenance, covering 42 identified traffic corridors across three phases with performance-based evaluation between phases.
The ITMS project addresses Delhi's traffic challenges where 71 lakh active registered vehicles have substantially outpaced road infrastructure expansion. The system will utilize AI-enabled adaptive traffic signals, technology-based enforcement, and real-time traffic information to optimize existing road capacity. Key infrastructure includes 1,092 Adaptive Traffic Control System locations and 1,029 enforcement locations, supported by integrated Traffic Command and Control Centres with secure Data Centre and Disaster Recovery infrastructure following open standards and APIs for future integration.
Core benefits include dynamic adjustment of signal timings according to actual traffic conditions, priority movement for ambulances and emergency vehicles through green corridors, and real-time detection of congestion and road incidents for quicker police response. The system will provide commuters with traffic information through Variable Message Sign boards and digital platforms, potentially shared with navigation service providers. Enforcement capabilities will be strengthened through automated detection of violations including red-light and stop-line violations, speeding, wrong-way driving, non-use of helmets and seat belts, illegal parking, and mobile phone use while driving. AI-based analytics will assist in identifying stolen vehicles, hot-listed and blacklisted vehicles, repeat violators, and vehicles connected with hit-and-run incidents.
Delhi Police will implement the project through a Master System Integrator selected via competitive bidding, with C-DAC providing technical support as Project Management Consultant including technical scrutiny, monitoring, validation, and acceptance during implementation and operation phases. The ITMS is designed to complement ongoing efforts to improve Delhi's road and transport infrastructure by providing the technology and real-time intelligence required to use the existing road network more efficiently, contributing to smoother traffic movement, safer roads, quicker incident response, more effective enforcement, and predictable travel experience for citizens.
