The Department of Consumer Affairs (DoCA), Government of India, is actively participating in two simultaneous cleanliness campaigns. The Swachhata Hi Seva 2026 campaign, running from September 17 to October 2, 2026, focuses on five key pillars: transformation of Cleanliness Target Units by eliminating difficult and neglected spots; Swachh Paathshala engaging students through exposure visits to waste management facilities; SafaiMitra Suraksha camps providing health check-ups and safety gear for sanitation workers; Jan Bhagidari initiatives promoting citizen awareness of Solid Waste Management Rules 2026 and 4-way source segregation; and Swachhata se Samriddhi focusing on circular economy and waste-to-wealth initiatives.
Simultaneously, Special Campaign 6 organized by the Department of Administrative Reforms & Public Grievances runs from October 2 to October 31, 2026, with preparatory activities beginning September 15. This campaign focuses on institutionalizing Swachhata and minimizing pendency in government offices through identification of pending references from Members of Parliament, State Governments, inter-Ministerial sources and the Prime Minister's Office, review of pending public grievances and appeals, disposal of redundant materials and scrap, record and space management, and e-waste disposal following MoEF&CC guidelines.
The implementation involves DoCA's Subordinate/Attached/Autonomous offices including Bureau of Indian Standards (BIS), National Test House (NTH), National Cooperative Consumers' Federation of India Limited (NCCF), National Consumer Disputes Redressal Commission (NCDRC) and all Regional Reference Standards Laboratories (RRSLs). A preparatory review meeting was convened on September 8, 2026 under the Chairpersonship of Advisor (Cost) with nodal officers participating to discuss implementation measures. The campaign includes administration of Swachhata Oath and Shramdaan activities by officers and staff, culminating on October 2, 2026 (Swachh Bharat Diwas) with nationwide Shramdaan activities.
