The Department of Justice, Ministry of Law and Justice, Government of India is organizing a Regional Workshop under the DISHA Scheme (Designing Innovative Solutions for Holistic Access to Justice) and 'Reforms Utsav' on June 15, 2026, starting at 1:00 PM at the Govt. Degree College (PG) Auditorium in Dharamshala, Kangra, Himachal Pradesh. The event is part of the government's commitment to strengthening access to justice, promoting legal awareness, fostering pro bono legal services, and showcasing transformative justice sector reforms undertaken over the last twelve years.
The program will be attended by the Hon'ble Governor of Himachal Pradesh, the Hon'ble Chief Minister of Himachal Pradesh, and the Hon'ble Minister of State (Independent Charge) for Law and Justice. The Secretary, Department of Justice will deliver a welcome address outlining the vision behind the workshop and ongoing efforts toward ensuring inclusive, affordable, and accessible justice for all.
A major initiative being launched is "Nyaya Prabodh – Awakening to Justice," a year-long legal awareness campaign aimed at deepening citizens' understanding of their constitutional and legal rights and responsibilities. The campaign includes three specific components: 'Know Your Rights in 90 seconds' to promote understanding of legal rights and remedies, 'Nyaya Quiz' to enhance awareness of constitutional values and legal institutions among youth and students, and 'Pro Bono Pledge' encouraging advocates, law students, and legal professionals to voluntarily contribute expertise for underprivileged sections of society.
The event will feature Pro Bono initiatives undertaken by Himachal Pradesh National Law University (HPNLU) with experience-sharing by faculty members and students engaged in community legal service. A documentary on Tele-Law beneficiaries will be shown along with live interactions with Tele-Law Panel Lawyers, Village Level Entrepreneurs (VLEs), and beneficiaries, demonstrating the impact of technology-enabled legal services at grassroots levels.
Reforms Utsav will showcase significant milestones achieved by the Department of Justice over twelve years in judicial infrastructure, digital transformation of courts, legal aid, legal awareness, judicial capacity enhancement, and citizen-centric justice delivery initiatives.
Participants include officials from the High Court registry, National and State Legal Services Authority, Members of the Bar Association of High Court, Tele-Law Panel Lawyers, Village Level Entrepreneurs from Common Service Centres, Representatives from Ministry of Rural Development, faculty and students from Himachal Pradesh University Regional Centre, Himachal Institute of Engineering & Technology (HIET), Arni School of Law, Arni University, Himachal Pradesh National Law University (HPNLU), senior officials from State and Central Government, staff of dignitaries, local administration, and media persons. Additional stakeholders will participate virtually from across the country.
