The Department of Pension & Pensioners' Welfare (DoPPW) under the Ministry of Personnel, Public Grievances & Pensions has documented twelve years of transformative pension reforms focused on digital empowerment and ease of living for pensioners. The most significant achievement has been the digital transformation of life certificate submission, beginning with Aadhaar-based Digital Life Certificates (Jeevan Pramaan) in 2014 and enhanced by Face Authentication technology in 2021, enabling pensioners to submit certificates anytime, anywhere using smartphones.

Four Nationwide Digital Life Certificate Campaigns have been conducted since 2022, with the latest Campaign 4.0 in November 2025 generating more than 1.91 crore Digital Life Certificates. This included over 57 lakh submissions by Central Government pensioners, demonstrating extensive reach across remote areas of the country.

The Department has established participatory governance through 57 Pensioners' Welfare Associations (PWAs) that function as an extended arm for disseminating information, assisting with services, facilitating grievance redressal, and supporting Digital Life Certificate campaigns. Regular outreach meetings with PWAs across different regions have helped bring grassroots concerns directly to policymakers.

Service delivery at pension disbursing banks has been improved through 13 institutionalized Bankers' Awareness Programmes (BAPs) conducted in collaboration with major pension disbursing banks. These programmes familiarize field functionaries with evolving pension rules, procedures, and digital initiatives. Additionally, Pensioners' Awareness Programmes (PAPs) have been organized across the country to educate pensioners about pension rules, digital services, grievance redressal mechanisms, and welfare initiatives.

Together, these initiatives represent a sustained government commitment to ensuring dignity, convenience, and social security for millions of Indian pensioners through digital transformation and comprehensive stakeholder engagement.
