Union Minister Dr. Jitendra Singh inaugurated the third batch of the DAKSH (Development of Aspiration, Knowledge, Succession and Harmony) leadership development program for senior executives of Central Public Sector Enterprises (CPSEs). The year-long program is organized jointly by the Capacity Building Commission (CBC) and the Standing Conference of Public Enterprises (SCOPE) in collaboration with the Indian School of Business (ISB) and aims to prepare senior executives for future Board-level responsibilities through structured leadership development and capacity building.

The inauguration ceremony was attended by Secretary of Department of Public Enterprises K. Moses Chalai, Capacity Building Commission Chairperson S. Radha Chauhan, Member (Administration) Alka Mittal, SCOPE Chairman and NBCC CMD K.P. Mahadevaswamy, ISB Dean Madan Pillutla, SCOPE Director General Atul Sobti, and SCOPE Vice Chairman and Goa Shipyard Limited CMD Brajesh Kumar Upadhyay, along with senior government officials and CPSE leadership.

Dr. Jitendra Singh emphasized that India's 'Whole of Government' approach requires convergence of diverse individual and institutional capacities, where institutions and professionals contribute their respective strengths toward common national goals. He stated that capacity building now extends beyond individual competencies to creating synergy across institutions to prepare governance systems for Viksit Bharat 2047 aspirations. The Minister noted that several participants from earlier batches have already moved to Board-level positions, demonstrating the program's effectiveness in strengthening CPSE governance structures.

The Minister suggested that leadership programs should expose public sector executives to greater interaction with the private sector, global best practices, and emerging management models. He emphasized the need for continuous learning due to rapid technological transformation, recommending customized programs based on evolving executive needs rather than uniform training models. Dr. Singh advocated for structured anonymous feedback mechanisms and more interactive, dialogue-based sessions that leverage participants' professional experiences.

Capacity Building Commission Chairperson S. Radha Chauhan stated that the Commission is integrating future-oriented themes including Artificial Intelligence and emerging technologies into its capacity-building framework while systematically documenting participant feedback to improve programs. Member Alka Mittal described DAKSH as a strategic national investment designed to prepare senior CPSE executives through behavioral science, leadership research, and strategic thinking to lead organizations with resilience, ethical clarity, innovation, and national purpose.
