The Department of Higher Education (DoHE) under the Union Ministry of Education has achieved significant results under Special Campaign 5.0, reviewing 95.2% (2,04,859) of physical files and 87.46% (62,564) of e-files. The campaign covered 1,159 sites across the country and made substantial progress in reducing pendency, freeing 14,44,839 square feet of office space, and improving record management. The department generated ₹6.89 crore in revenue through scrap disposal while digitizing 3,312 files and weeding out/closed 90,629 physical/electronic files.

DoHE is now preparing for Special Campaign 6.0, scheduled from October 2 to 31, 2026, aimed at promoting Swachhata (cleanliness) across all offices including autonomous organizations and centrally funded Higher Education Institutions (HEIs). The campaign will focus on reducing pendency matters, enhancing office cleanliness, and improving the overall workplace environment. Special Campaign 6.0 will proceed in two phases: a Preparatory Phase from September 15 to 30, 2026, where heads/faculties of centrally funded Institutions, UGC, AICTE and Bureaus of DoHE will set specific targets and identify pending references; followed by an Implementation Phase from October 2 to 31, 2026.

The campaign will emphasize effective collection, segregation and disposal of e-waste, building on the previous year's focus on scientific e-waste management. The Implementation Phase will concentrate on clearing pending matters including public grievances, parliamentary assurances, inter-ministerial communications, and VVIP references. Participating offices must report progress daily, and the campaign aims to promote sustainability and foster public engagement through social media using the hashtag #SpecialCampaign6.

As part of a separate Special Campaign for Disposal of Pending Matters organized from November 2025 to August 2026, the department disposed of a significant volume of public interface matters, including 24,126 public grievances and 4,177 public grievance appeals.
