The Department of Higher Education (DoHE) under the Union Ministry of Education has completed significant administrative cleanup under Special Campaign 5.0, reviewing 204,859 physical files representing 95.2% of total files and 62,564 e-files representing 87.46% of electronic records. The campaign covered 1,159 sites across the country and achieved substantial results including freeing up 1,444,839 square feet of office space, generating ₹6.89 crore in revenue through scrap disposal, digitizing 3,312 files, and weeding out/closed 90,629 physical and electronic files.

The department is now preparing for Special Campaign 6.0 scheduled from October 2 to October 31, 2026, which will focus on promoting Swachhata (cleanliness) across all offices including autonomous organizations and centrally funded Higher Education Institutions (HEIs). The campaign will proceed in two phases: a Preparatory Phase from September 15-30, 2026, where heads of centrally funded institutions, UGC, AICTE and DoHE bureaus will set specific targets and identify pending references; and an Implementation Phase from October 2-31, 2026, focusing on clearing pending matters including public grievances, parliamentary assurances, inter-ministerial communications, and VVIP references.

This year's campaign will emphasize effective collection, segregation and disposal of e-waste, building on previous years' focus on scientific e-waste management. Special attention will be given to record management, disposal of outdated materials, and office beautification. Participating offices will be required to report progress daily, and the campaign aims to promote sustainability and public engagement through social media using the hashtag #SpecialCampaign6.

In a related campaign from November 2025 to August 2026 for disposal of pending matters, the department disposed of 24,126 public grievances and 4,177 public grievance appeals, demonstrating significant progress in addressing public interface matters.
