Implementation of Central Fisheries Schemes in Goa
The Department of Fisheries, Government of India is implementing three major schemes for fisheries development in Goa: Pradhan Mantri Matsya Sampada Yojana (PMMSY) since FY2020-21, Fisheries and Aquaculture Infrastructure Development Fund (FIDF) since FY2018-19, and the newer Pradhan Mantri Matsya Kisan Samridhi Sah-Yojana (PM-MKSSY).
Under PMMSY, fisheries projects worth ₹147.23 crore have been approved for Goa, with detailed year-wise implementation showing ₹33.00 crore approved in 2020-21, ₹43.49 crore in 2021-22, ₹13.43 crore in 2022-23, ₹9.79 crore in 2023-24, ₹8.04 crore in 2024-25, and ₹39.46 crore in 2025-26. The central share released totals ₹71.16 crore against these approvals, with expenditure tracking closely to releases each year.
FIDF has approved ₹107.00 crore for interest subvention in Goa, with projects including a major ₹54.20 crore fish meal and oil processing project by Goan Marine Impex Private Limited, ₹14.76 crore for bund strengthening at Marcaim Ponda, and modern integrated village projects at Oxel, Guddem & Aasagaon (₹10.74 crore) and Mandrem Querim (₹13.48 crore).
Beneficiary impact under PMMSY has reached 463 beneficiaries including fishermen, fish farmers, fisheries cooperative societies and self-help groups. The component-wise breakdown shows 96 beneficiaries received boat replacements and nets for traditional fishermen, 61 received three-wheelers with ice boxes for fish vending, 51 received insulated vehicles, and 41 received installation of cages in reservoirs. Additionally, 4,339 beneficiaries are covered under approved FIDF projects.
Significant infrastructure projects approved include: Climate Resilient Coastal Fishermen Villages at Cacra and Arambol in North Goa (₹4 crores), Integrated Modern coastal villages at Cola Saleri (₹7.50 crores) and Mandrem & Querim (₹13.48 crores), Modern Integrated Fish Landing Centre at Talpona (₹20.27 crores), Modern Integrated Fish Landing Centre at Chapora (₹18.27 crores), and Modern community post harvesting facility at Palolem (₹7.16 crores).
The National Fisheries Digital Platform (NFDP) has been launched to facilitate formalization of the fisheries sector through digital identity creation and serves as a one-stop solution for institutional credit access, fisheries co-operatives strengthening, aquaculture insurance, and traceability systems. The Kisan Credit Card facility has been extended to fisheries and fish farmers to meet working capital requirements.
