Government Digital Justice Infrastructure Funding and Implementation
The Ministry of Law and Justice provided detailed expenditure data under various digital justice and legal aid initiatives across India, with specific focus on Odisha. The eCourts Mission Mode Project Phase III received a total budget allocation of ₹3000.01 crore over FY2023-26, with actual expenditure of ₹2514.81 crore. In FY2025-26, the project had ₹1500.00 crore budget estimate, ₹1200.00 crore revised estimate, and ₹717.45 crore actual expenditure.
State-wise eCourts Funding Distribution
Across High Courts, ₹3210.94 crore was released under eCourts Phase III, with ₹2277.27 crore utilized as of July 20, 2026. Major allocations included Allahabad High Court (₹336.58 crore), Bombay (₹339.56 crore), Madras (₹315.48 crore), and Patna (₹246.34 crore). Odisha received ₹91.45 crore with ₹74.56 crore utilization. Additional technical support funding included ₹186.08 crore to NIC/NICSI, ₹54.79 crore to BSNL for WAN connectivity, and ₹12.49 crore to eCommittee, Supreme Court of India.
Odisha-Specific Infrastructure Deployment
In Odisha, 16 Alternative Dispute Resolution Centres are functional across 16 districts including Ganjam and Kandhamal, while mediation centres operate in remaining 14 districts including Boudh and Nayagarh. The state has 845 total court rooms, with 817 covered under e-Courts project with virtual facilities, and 28 new courtrooms created subsequently. One virtual court for traffic challans is operational in Odisha among 31 nationwide.
Tele-Law Programme Performance
Under DISHA 2.0 (Tele-Law Programme), total budget allocation was ₹136.00 crore over FY2023-26 with ₹86.5 crore actual expenditure. Nationwide, over 1.13 crore pre-litigation advice instances were provided. In Odisha, 6,797 Common Service Centres are covered, with 4,15,564 calls registered and 4,10,303 advice given. District-wise data shows Boudh (5,106 calls, 5,023 advice), Ganjam (4,200 calls, 3,727 advice), Kandhamal (12,485 calls, 12,360 advice), and Nayagarh (6,830 calls, 6,680 advice).
Legal Aid and Gram Nyayalayas Funding
The National Legal Services Authority (NALSA) received ₹600.00 crore total allocation over FY2023-26 with ₹620.00 crore actual expenditure. In FY2025-26, ₹210.77 crore was allocated for Legal Aid to Poor and ₹267.44 crore for Legal Aid Defence Counsel System across states. Odisha received ₹4.4 crore for legal aid and ₹5.75 crore for defense counsel. The Gram Nyayalayas Scheme received ₹14.00 crore total allocation with ₹12.80 crore expenditure. Odisha received ₹5.24 crore since 2009-10, with 24 operational Gram Nyayalayas across districts including Nayagarh, Balasore, Ganjam, and Boudh.
Legal Aid Infrastructure
Odisha has 332 functional Legal Aid Clinics across all districts, established under NALSA Regulation, 2011. These are operational in jails, villages, Juvenile Justice Boards, law colleges/universities, and One Stop Centres. The government provides adequate budgetary provisions for additional judicial infrastructure, virtual courts, digital literacy programmes, and legal aid facilities across all tribal and aspirational districts in Odisha based on approved outlay and fund availability.
