The Ministry of Home Affairs has announced comprehensive welfare measures for Central Armed Police Forces (CAPF) personnel and their families, covering financial assistance, healthcare, education, housing, and rehabilitation services. The Ayushman CAPF initiative provides cashless and paperless medical treatment at empanelled hospitals across India under the Ayushman Bharat Pradhan Mantri Jan Arogya Yojana framework.
Financial security measures include ex-gratia payments of ₹25 lakh for accidental deaths during duty and ₹35 lakh for deaths resulting from terrorist actions or enemy engagement. The CAPF salary package scheme provides accidental death insurance coverage, while Liberalized Pension Awards and Extraordinary Family Pension schemes ensure financial security for dependents of personnel suffering death or disability due to operational hazards.
Educational support includes the Prime Minister's Scholarship Scheme offering 2,000 annual scholarships (1,000 for boys and 1,000 for girls) with amounts of ₹3,000 per month for girls (₹36,000 annually) and ₹2,500 per month for boys (₹30,000 annually). Additionally, 26 MBBS seats and 3 BDS seats have been reserved for wards of serving/deceased CAPF and Assam Rifles personnel.
Housing assistance is facilitated through the CAPF e-Awas Portal, which enables online registration and allotment of residential quarters with inter-force allotment capabilities. The Welfare and Rehabilitation Board (WARB) oversees welfare and rehabilitation of retired personnel and their families through State and District Welfare Officers nationwide.
Employment support includes the "CAPF Punarvaas" scheme that links Private Security Agencies Regulation Act (PSARA) website with WARB website to provide retired personnel data to private security agencies for re-employment opportunities. Retired personnel and their spouses receive medical facilities through CGHS/CPMF Hospitals or a monthly medical allowance of ₹1,000.
Operational benefits include Risk and Hardship Allowance for personnel deployed in Jammu and Kashmir, Left-Wing Extremism affected districts, and North Eastern States. Personnel killed in action receive Operational Casualty Certificate entitling next of kin to air and rail travel concessions and allotment of Oil Product Agencies. Air travel facility is provided to entitled personnel deployed in Kashmir Valley, and additional HRA at Y Class city rate (20% of basic pay) is sanctioned for personnel posted in Kashmir Valley who keep families at last place of posting without availing government accommodation retention.
Additional benefits include 50% GST concession on purchases from Kendriya Police Kalyan Bhandar effective April 1, 2024, school bus facilities for wards of personnel deployed in J&K, LWE areas and North Eastern States, compassionate appointments for eligible dependents, and honorary ranks granted to personnel from Constable to Sub-inspector levels effective May 23, 2025. The Bharat Ke Veer initiative enables public contributions to families of deceased personnel.
