Government Welfare Measures for CAPF Personnel
The Ministry of Home Affairs has detailed comprehensive welfare initiatives for Central Armed Police Forces (CAPF) personnel and their families, covering financial assistance, healthcare, education, housing, and rehabilitation services. The measures include Ayushman CAPF providing cashless medical treatment under the Ayushman Bharat scheme, ex-gratia payments of ₹25 lakh for duty-related accidental deaths and ₹35 lakh for deaths due to terrorist actions or enemy engagement, and accidental death insurance coverage through the CAPF salary package scheme.
Educational support includes the Prime Minister's Scholarship Scheme offering 2,000 annual scholarships (1,000 for girls at ₹3,000/month totaling ₹36,000 annually, and 1,000 for boys at ₹2,500/month totaling ₹30,000 annually) for higher technical education of wards and widows. Additionally, 26 MBBS and 3 BDS seats have been reserved for wards of serving/deceased CAPF and Assam Rifles personnel.
Housing assistance is facilitated through the CAPF e-Awas Portal for residential quarter registration and inter-force allotment. The Welfare and Rehabilitation Board (WARB) oversees retired personnel welfare through State and District Welfare Officers, while the "CAPF Punarvaas" scheme links retired personnel data with Private Security Agencies for re-employment opportunities.
Financial benefits include medical facilities for retired personnel and spouses through CGHS/CPMF Hospitals or a ₹1,000 monthly medical allowance, risk and hardship allowances for deployments in Jammu & Kashmir, Left-Wing Extremism affected districts, and North Eastern States, and a 50% GST concession on purchases from Kendriya Police Kalyan Bhandar effective April 1, 2024.
Special pension schemes include Liberalized Pension Awards and Extraordinary Family Pension for families of personnel suffering death or disability due to operational hazards. The Bharat Ke Veer initiative enables public contributions to families of deceased personnel, while operational casualties receive Operational Casualty Certificates entitling next of kin to travel concessions and oil agency allotments.
Additional measures include compassionate appointments for eligible dependents, honorary ranks for personnel from Constable to Sub-inspector effective May 23, 2025, air travel facilities for personnel in Kashmir Valley, additional HRA at Y-Class city rates (20% of basic pay) for personnel keeping families at last posting location, and school bus services for wards of personnel deployed in J&K, LWE areas, and North Eastern States.
