Government Industrial Corridor Development Programme Update
The Government of India has developed industrial townships under the National Industrial Corridor Development Programme (NICDP) through Special Purpose Vehicles formed jointly with State Governments. The development model involves State Government contribution in the form of land and Government of India's contribution in the form of equity and/or debt.
Project Approval and Funding Details
A total of 20 industrial nodes have been approved under NICDP, with 12 projects approved during the last 5 years. The Department for Promotion of Industry and Internal Trade (DPIIT) has sanctioned and released funds amounting to ₹16,172.95 crore to National Industrial Corridor Development and Implementation Trust (NICDIT) for development of Industrial Corridor Projects. NICDIT has further released ₹14,569.97 crore to project SPVs for various industrial nodes/projects.
Completed Projects Infrastructure
Four projects have been completed with comprehensive infrastructure development. The Dholera Special Investment Region in Gujarat has developed roads and services, administrative building, water sourcing and transmission, water treatment plant, sewage treatment plant, common effluent treatment plant, power infrastructure, and information and communication technology facilities. The other completed projects include Shendra-Bidkin Industrial Area in Maharashtra, Integrated Industrial Township – Greater Noida in Uttar Pradesh, and Integrated Industrial Township – Vikram Udyogpuri in Madhya Pradesh.
Ongoing Projects Status
Sixteen projects remain ongoing with varying statuses. The Krishnapatnam node in Andhra Pradesh (2,006 acres) had its EPC contractor appointed in February 2024. Tumakuru node in Karnataka (1,736 acres) had EPC contractor appointed in February 2023 with 06 industrial plots measuring 250 acres already allotted. The Integrated Multi-Modal Logistics Hub at Nangal Chaudhary in Haryana (886 acres) is being executed on PPP basis, with external connectivity works complete and locomotive trial run completed in June 2026.
Several projects face specific challenges: The Agra node (1,058 acres) is awaiting clearance from the Supreme Court due to falling under the Taj Trapezium Zone (TTZ). The Multi Modal Transport Hub at Boraki, Uttar Pradesh (358 acres) was declared a Special Railway Project by Ministry of Railway in December 2024.
Implementation and Monitoring Framework
The total construction timeline for project completion is 36-48 months from the actual date of appointment of EPC contractor. Internal trunk infrastructure including roads, water supply, sewerage and power distribution are executed through EPC contractors, while external connectivity infrastructure is examined on the PM Gati Shakti National Master Plan portal.
Monitoring mechanisms include periodic reviews by an Apex Monitoring Authority, DPIIT through NICDIT monitoring development with State officials, obtaining necessary regulatory clearances on time, and leveraging PRAGATI and PMG portals to fast-track project implementation and remove bottlenecks.
