Government Establishes Integrated Transport & Logistics Authority (ITLA)

The Government of India approved the establishment of the Integrated Transport & Logistics Authority (ITLA) on October 6, 2026, as a specialized institutional mechanism for research, planning, project appraisal, monitoring, and impact assessment across transportation and logistics sectors. ITLA will serve as the apex institution for integrated transport and logistics planning, providing policy support and data analytics to strengthen coordinated decision-making across the transport sector.

ITLA's key responsibilities include preparing a comprehensive National Transport Master Plan with a planning horizon of 10 years or more, covering roads, railways, ports and shipping, civil aviation, inland waterways, coastal shipping, urban mobility, and logistics. The authority will undertake technical appraisal of Government of India infrastructure projects costing ₹500 crore or more, though financial appraisal will continue through existing mechanisms. It will also monitor transport and infrastructure projects costing above ₹500 crore and provide coordinated issue resolution.

The authority will develop a National Transport Data Repository (NTDR) by integrating relevant transport and logistics datasets from multiple sources including GSTN e-way bills, FASTag, Vahan, GPS-based systems, and urban traffic management systems. This data will support freight-flow and origin-destination analysis for planning, monitoring, and impact assessment. ITLA will also advise and assist in reviewing and updating the National Logistics Policy (2022), contribute to capacity building and skilling in the logistics sector, and promote research and innovations in transport and logistics.

ITLA will complement existing initiatives such as the PM GatiShakti National Master Plan and the National Logistics Policy. It follows global practices similar to institutions in Korea, Japan, the US, China, and Australia. The authority aims to strengthen integrated planning, coordination, data use, and institutional capacity across the transport and logistics ecosystem, supporting India's Vision 2047 and contributing to a more competitive logistics ecosystem through improved infrastructure efficiency and multimodal connectivity.
