The Ministry of Cooperation provided an update on the computerization and expansion of cooperative societies across India. As of July 15, 2026, Bhagalpur District in Bihar has 788 cooperative societies, with 728 being functional.
The government has launched a Central Sector Project for Computerization of Primary Agricultural Credit Societies (PACS) with an increased financial outlay of ₹2,925.39 crore, up from the initial ₹2,516 crore. The project aims to computerize 79,630 functional PACS by bringing them onto an ERP-based common national software and linking them with NABARD through State Cooperative Banks and District Central Cooperative Banks.
Implementation Status
As of July 15, 2026, hardware has been delivered to 65,875 PACS, and 63,686 PACS have been onboarded to the ERP system. State-wise data shows Maharashtra leads with 12,033 PACS onboarded, followed by Gujarat (5,760), Rajasthan (6,933), and Madhya Pradesh (4,536). Odisha has made no progress with zero hardware delivered or ERP onboarding.
Financial Allocation
The central share released for the PACS computerization project totals ₹1,143.11 crore from 2022-23 to 2026-27. Maharashtra received the highest allocation of ₹150.73 crore, followed by Gujarat (₹94.86 crore), Rajasthan (₹92.83 crore), and Madhya Pradesh (₹69.08 crore). NABARD received ₹165.92 crore as part of the total funding.
New Cooperative Expansion
The government has approved a plan to establish new multipurpose PACS/dairy/fisheries cooperatives to cover all panchayats and villages over five years. Since the plan's approval on February 15, 2023, a total of 38,138 new PACS, dairy and fishery cooperative societies have been registered, and 21,292 dairy and fisheries cooperative societies have been strengthened as of July 15, 2026. This initiative is supported by NABARD, NDDB, NFDB, and State/UT Governments.
The Ministry of Cooperation has undertaken several digitalization initiatives since its inception on July 6, 2021, including computerization of the Central Registrar's Office, Registrar of Cooperative Societies offices, Primary Agricultural Credit Societies, and Agriculture and Rural Development Banks, working toward the vision of "Sahakar-se-Samriddhi."
