The Ministry of Home Affairs announced the expansion of Foreigners Regional Registration Offices (FRROs) across India under the leadership of Prime Minister Narendra Modi. Union Home Minister Amit Shah has directed the establishment of FRROs in all state capitals by 2027 to strengthen the institutional framework for managing foreign nationals.

Five new FRRO offices have been established since 2025: Jaipur, Chandigarh, and Guwahati in 2025, followed by Aizawl (Mizoram) and Amravati (Andhra Pradesh) in 2026. Three additional offices have been notified at Kohima (Nagaland), Agartala (Tripura), and Bhubaneswar (Odisha). This expansion brings the total number of FRRO offices nationwide to twenty, located across major cities including Ahmedabad, Bengaluru, Chennai, Delhi, Hyderabad, Kolkata, Lucknow, and Mumbai.

The jurisdictional changes include: Jaipur previously under Delhi FRRO, Chandigarh under Amritsar, Guwahati under Kolkata, Aizawl under Kolkata, and Amravati under Hyderabad. Similarly, the newly notified offices in Kohima and Agartala were previously under Kolkata jurisdiction, while Bhubaneswar was under Hyderabad.

The government is pursuing establishment of FRROs in the remaining states without coverage: Bihar, Goa, Himachal Pradesh, Jharkhand, Madhya Pradesh, Uttarakhand, Arunachal Pradesh, Manipur, and Meghalaya. The expansion aims to enhance service accessibility for foreigners visiting India for tourism, medical treatment, and education purposes, while ensuring regulatory compliance and national security requirements.

FRROs provide 35 online services through the e-FRRO platform, facilitating registration, visa extensions, conversion, and other immigration-related services. Their functions include administering post-arrival registration, issuing Registration Certificates/Residential Permits, recording changes in foreigner particulars, granting permission to visit protected areas, and issuing exit permits for cases involving visa expiration or overstay.

The institutional framework operates under the Immigration and Foreigners Act, 2025, which consolidated four earlier laws and provides a unified statutory framework for regulating foreign nationals' entry, stay, movement, and exit. The Bureau of Immigration performs immigration functions assisted by FRROs authorized by the Central Government.
