The Ministry of Law and Justice disclosed details about infrastructure development for judiciary facilities in response to a Rajya Sabha question. The primary responsibility for developing judiciary infrastructure rests with State Governments, while the Central Government has been implementing a Centrally Sponsored Scheme (CSS) since 1993-94 to augment state resources for District and Subordinate Courts infrastructure.
The scheme covers five specific components: Court Halls, Residential units for Judicial officers, Lawyers' Halls, Toilet Complexes, and Digital Computer Rooms. Regarding women-friendly infrastructure in court halls, this falls within the domain of High Courts and State Governments. The Building Infrastructure Committee of each High Court approves the design of court halls and projects funded under the CSS.
The CSS guidelines provide norms and specifications for court halls based on recommendations from the National Courts Management System (NCMS) Committee of the Supreme Court, along with norms and practices followed by different States and the CPWD. Minister of State (Independent Charge) of the Ministry of Law and Justice and Minister of State in the Ministry of Parliamentary Affairs Shri Arjun Ram Meghwal provided this information in a written reply to Parliament on August 13, 2026.
